Il Consiglio comunale odierno si é aperto, come di consueto, con la discussione delle interrogazioni:
- alla n. 402 , di cui ero il primo firmatario, relativa all'utilizzo della struttura della ex comunità di via Viglio l'Assessore Contaldo non ha risposto perché absent

- le interrogazioni n. 408 (di cui ero il primo firmatario), la n. 412 (primo firmatario Nerviani del PD) e la n. 413 (primo firmatario sempre Nerviani del PD) poichè aventi lo stesso argomento- il rifacimento dei marciapiedi in alcune vie di Vignale - sono state accorpate. L'Assessore ai lavori pubblici Gilardon i (PdL) ha comunicato che il 22 giugno si é tenuta un'assemblea pubblica con i residenti, molti dei quali firmatari di un'apposita petizione, in cui sono stati illustrati nel dettaglio le specifiche delle opere. Evidentemente le nostre interrogazioni, depositate il 9 e il 14 giugno, sono servite a raggiungere lo scopo;
- alla n. 409 , di cui ero il primo firmatario, in merito alle segnalazioni del CdQ circa la zona del Parco del Valentino ha risposto l'Assessore alla sicurezza Franzinelli (Lega Nord). Franzinelli ha sostenuto di non aver ricevuto alcuna segnalazione dai consiglieri di quartieri in merito. Peccato che la segnalazione che ha fatto scaturire l'interrogazione era indirizzata direttamente al Sindaco e solo per conoscenza ai capigruppo;
- alla n. 415 , primo firmatario Reali (SEL), sul parcheggio all'interno dell' ospedale ha replicato l'Assessore alla mobilità Colombo (Lega Nord), il quale non ha chiarito se sussita o meno un accordo Comune/Azienda Universitaria Ospedaliera riguardo l'uso del parcheggio interno all'ospedale;
- alla n. 416 , primo firmatario Strozz i (Lega Nord), sull'attivitá dell'Assessore allo sport, Daniele Andretta (PdL),ha replicato lo stesso amministratore coinvolto. Andretta, in sostanza, ha descritto per sommi capi tutte le attivitá del suo operato. La Lega Nord ha archiviato la sua bellicositá contro l'Assessore e nella replica Strozzi si é difeso, sostenendo che l'interrogazione era uno stimolo.
Esaurita l'ora delle interrogazioni, il Consiglio ha discusso le proposte di delibere.
Il vice-Sindaco Moscatelli (PdL) ha presentato lo schema di convenzione per il servizio di tesoreria e di cassa per il periodo 1.1.2011/31.12.2016. Ora lo stesso servizio é svolto dalla Banca Popolare di Novara, la cui convenzione scade il 31 dicembre di quest'anno. Il centro-sinistra ha sostenuto che poichè questo Consiglio é stato sciolto con decreto del Presidente della Repubblica il 5 luglio scorso. Sia il vice-Sindaco che la Giunta che il Consiglio restano in carica, anche se sciolti, per assicurare l'amministrazione degli affari correnti, fino all'insediamento del nuovo Esecutivo e relativo Consiglio. - only for Councillors municipal : interpellations, questions, motions and draft resolutions submitted and conclusion.
Also on the website of the City will be published:
- the annual budget, the report Forecasting and Planning, the investment plan, the plan of disposal;
- the resolutions adopted, divided by year;
- for each Company controlled by the municipality, including those controlled by a subsidiary, the results of the annual budget;

The resolution was unanimously approved.
Not so, however, for the motion-on moral issue - which was the first signed by the petitioner and other groups in the center-left, filed March 17, 2009. The Right is arrayed against, with speeches by Gavioli, Ferrandi, Romano of the PDL. But Spinelli and Strozzi (Lega Nord).
