1- Nella nostra città c’è una questione morale : le vicende di chi l’ha governata si sono troppo spesso incontrate con le indagini della magistratura. Ne proponiamo alcune: le aziende aggiudicatrici siano obbligate a indicare un conto corrente unico sul quale far confluire tutti gli introiti dell’appalto, dal pagamento dei dipendenti a quello delle imprese che lavorano in subappalto; inserire la clausola per la rescissione dell’appalto nel caso il titolare dell’azienda aggiudicataria sia rinviato a giudizio nell’ambito di procedimenti relativi a reati di criminalità organizzata;l’osservatorio provinciale degli appalti non solo va rivisto ma il suo intervento va esteso ad altri settori, per esempio quello dell’erogazione dei servizi (mensa, assistenza, ecc);
2- La democrazia non può limitarsi all’esercizio di voto ogni cinque anni. Elettrici ed elettori devono poter contare e dire la loro sulle decisioni fondamentali dell’Amministrazione. Abbiamo già proposto che i “vecchi” CdQ si rinnovino come strumento di partecipazione alla vita amministrativa (diritto di voto ai sedicenni e agli extracomunitari residenti a Novara da almeno 3 anni), senza costi but with the ability to deliver services and to express binding opinions.
