Here is the text of the motion, the result of the proposal drawn up by municipal councilors and the District of Left Ecology and Freedom, for the revival of the CDQ.
SEL on Monday (12 maggio) ha promosso una prima iniziativa pubblica per avviare un confronto sulla sua proposta, che è aperta ad integrazioni, critiche e dubbi. Riteniamo che il tema della partecipazione e del coinvolgimento dei cittadini in merito alle principali scelte dell'Amministrazione sia uno dei punti fondamentali del programma per le elezioni 2011 del Comune di Novara. Non solo i Quartieri, quindi, ma più in generale gli strumenti, per ora scarsi, con i quali i novaresi esercitano il ruolo di cittadini. Una funzione che non si esaurisce nel voto ogni cinque anni.
IL CONSIGLIO COMUNALE
Ricordato che :
I consigli di quartiere sono nati nell’ambito di una maggiore partecipazione dei cittadini alla vita politico-amministrativa della città. Con il venire meno del coinvolgimento della popolazione questi organismi sono stati interpretati come strumenti di decentramento burocratico con pochi poteri decisionali e con scarse risorse finanziarie, che raramente hanno inciso sul miglioramento dei servizi ai cittadini. Tutto ciò ha contribuito ad allontanare i cittadini dalla partecipazione.
Inoltre diversi provvedimenti legislativi, apparentemente tesi a ridurre i “costi della politica” in realtà hanno definitivamente affossato i limitati strumenti di partecipazione e di coinvolgimento dei cittadini alla vita amministrativa, ed in particolare all’assunzione delle decisioni più relevant. DELEGATION
